Draft Meeting Minutes 14 May 2018

Draft Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Monday 14th May 2018 at 7.10pm in the Council Chambers, Edwinstowe Village Hall, Mansfield Road, Edwinstowe.

Present: Cllr P Bromley, Cllr L Shaw-Browne, Cllr C Hunt, Cllr A Dunn

In attendance: Frances Ford, Clerk, 1 member of the public, Cllr Brooks (NSDC), Cllr Peck (NCCC)

Apologies: Cllr A Stanley

19/008 Welcome

Chairman opened the meeting and welcomed everyone.

18/141 Apologies for Absence

Reasons were approved unanimously.

19/009 Declarations of Interest in Items on the Agenda

There were none.

19/010 Approval of minutes of the meeting held on Monday 10th April 2018

The minutes were unanimously approved and signed by the Chair.

19/012 County Councillors Report

C/Cllr Peck told the council that the lamp post on the corner of Squires Lane has been reported to Highways again, and they are waiting for the utility company to connect the lamp post to the electricity supply.

Pot holes on Squires Lane have also been reported to highways following C/Cllr Peck’s visit.

A resident had discussed the location of the 30mph speed limit signs at the end of Gorsethorpe Lane with C/Cllr Peck and he has contacted highways with a view to moving these to the other side of the bridge at the end of the lane.

19/013 District Councillors Report

No District Councillors Present.

19/014 Parish Councillors Report

A resident on Archway Road had reported a burglary to Cllr Hunt and Cllr Bromley. The matter was discussed and it was agreed that Cllr Hunt would attend the Safer Neighbourhood group, to see if this would be of use to the council on an ongoing basis.

It has also been reported that the ‘No Through Road’ sign on Archway Road has been damaged.
Resolved:- Clerk to report damage signed to Highways.

19/017 Planning Matters

There were none received.

19/018 Agenda Items

  1. Feasibility of Village Hall - Rural Communities Action Nottinghamshire – Presentation by Jenny Kirkwood
    Jenny Kirkwood from RCAN explained to the council how she can support funding applications for the potential village hall. Support includes data collection from residents, critique of applications and also advice to the council of which grants are available for the project.
    Voluntary time can be match funded with many grants and so the council would encourage residents and the councillors to volunteer any skills they may have that could help with the project.
  2. Neighbourhood Plan - Grant for further funding
    The clerk advised the council that the application for a further £4,000 grant has been approved.
    Cllr Bromley advised the council that the Neighbourhood Plan should be very nearly complete by the June meeting.
  3. Grass cutting – decide cutting boundaries for extra cutting
    The clerk is to obtain grass cutting quotes from various contractors.
  4. Potential footpath from Kings Clipstone to Sherwood Pines
    Cllr Bromley continues to talk with Network Rail about the possibility of using their land.
  5. Casual vacancy
    No applications received. Councillors continue to raise awareness of the vacancy in the village
  6. New Councillor Training 4th September
    The Clerk confirmed that places have been booked for Cllr Bromley, Cllr Stanley and Cllr Hunt.
  7. Updates to KCPC Website
    Cllr Bromley proposed that the clerk, Cllr Dunn and JKE Web Design meet to discuss the changes to the website. This was unanimously approved.
  8. Appointment of Independent Internal Auditor
    The Clerk asked that the council appoint Mrs Susan McDonald as the Independent Internal Auditor for the 2017/18 audit, now that bank reconciliation is complete.
  9. Set the date for the Annual Parish Meeting
    The council agreed that the date for the Annual Parish Meeting will be Wednesday 23rd May 2018 at 7.00pm.

19/019 Accounts for Payment

The following items were approved unanimously, and payments will be made by online banking:

  1. Clerk’s pay for April
  2. Planning with People £1000

19/020 Date of Next Meeting

The next ordinary meeting will be held Monday 11th June 2018 at 7.00pm.

The Chairman thanked all those present for their attendance, and closed the meeting at 8.42pm.
