Meeting Minutes 8 January 2018
Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Monday 8th January 2018 at 7.00pm in the Council Chambers, Edwinstowe Village Hall, Mansfield Road, Edwinstowe.
Present: Cllr P Bromley, Cllr A Stanley, Cllr M Bradley, Cllr L Shaw-Browne, D/Cllr Brooks, C/Cllr J Peck
In attendance: Frances Ford, Clerk, 1 member of the public
Apologies: Cllr C Hunt, D/Cllr Peacock, Cllr A Dunn
The Chairman opened the meeting and welcomed everyone.
18/099 Apologies for Absence
Reasons were approved unanimously.
18/100 Declarations of Interest in Items on the Agenda
There were none.
18/101 Approval of minutes of the meeting held on Monday 4th December 2017
The minutes were unanimously approved and signed by the Chair.
18/102 County Councillors Report
C/Cllr Peck informed the council that fracking continues to be an issue, and seismic testing in the area continues to happen. Notts County Council are supporting the extension of the Robin Hood Line. C/Cllr Peck continues to press the issue of reducing the speed limit on Gorsethorpe Lane, particularly now the speed limit has been reduced on the adjoining Peafield Lane, with average speed cameras due to be installed.
18/103 District Councillors Report
D/Cllr Brooks is to speak to Andy Hardy at Newark & Sherwood District Council regarding the playing field and potential future plans for the field, with a view to asking him for his advice on the project.
Newark and Sherwood District Council are in the process of appointing a new chief executive.
18/104 Parish Councillors Report
Cllr Bromley reported litter on the two bends on the Main Road, which has been missed by the road sweeper.
The Clerk is to speak to Newark and Sherwood District Council with a view to arranging a litter pick and/or road sweeper.
It was also reported that the slabs on the bend on Main Road remain broken.
18/105 Correspondence from Residents
18/106 Questions/statements from members of the public (15 minutes)
A resident reported litter on Mansfield Road in Kings Clipstone, including a car bumper.
RESOLVED:- The Clerk is to arrange for the bumper to be taken away in conjunction with the litter pick in item 18/104.
18/107 Planning Matters
17/02244/FUL | Erection of extension to agricultural building | Eastfield Farm Clipstone Road Kings Clipstone NG21 9JJ
The council voted unanimously to support the planning application, and the proposal form was completed and signed by the chair.
18/108 Agenda Items
Neighbourhood Plan Update
Cllr Stanley advised that the official consultation is now finished. Responses from official bodies have been received, none of which have raised any concern. A meeting is to be arranged with Newark and Sherwood District Council and their planners, along with Kings Clipstone’s planning consultant and councillors, to discuss how the two plans will work together.
Cllr Stanley is to query the planning consultant’s fees for the meeting/guidance on the next stage of the plan.
Playing field update
The feasibility of a village hall for the playing field is to go on the February agenda. Cllr Bromley proposed a study group be formulated by the councillors to consider cost and ideas for a potential village hall. Cllr Stanley seconded the proposal and it was unanimously approved.
Council address & post box
Cllr Bromley proposed that a post box for the council is set up on the playing field, to be the address for the council. The matter was discussed and postponed to the February meeting, due to two councillors being absent from the meeting.
Dog & Duck
Work continues to take place on the Dog & Duck, and they hope to be open in Spring.
No applications received.
The Clerk is now registered with the bank, however another form needed to be signed to allow online access. This was unanimously approved by the council and the form was signed by Cllrs Stanley and Bradley.
The council would like to thank all involved in arranging the Christmas Tree.
18/109 Accounts for Payment
The following items were approved unanimously, cheques raised and signed:
- Clerk’s pay for December
- Clerk reimbursement of postage £1.30 (2 first class stamps)
- Cllr Bromley reimbursement of Severn Trent Water plans £36
18/110 Date of Next Meeting
This will be Monday 12th February 2018 at 7.00pm.
The Chairman thanked all those present for their attendance, and closed the meeting at 8.30pm.
