Draft Meeting Minutes 6 August 2018

Draft Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Monday 6th August 2018 at 7.00pm in the Council Chambers, Edwinstowe Village Hall, Mansfield Road, Edwinstowe.

Present: Cllr P Bromley, Cllr A Dunn, Cllr A Stanley

In attendance: Frances Ford, Clerk, 1 member of the public

19/050 Welcome

Chairman opened the meeting and welcomed everyone.

18/051 Apologies for Absence

Reasons were approved unanimously.

19/052 Declarations of Interest in Items on the Agenda

Cllr Stanley declared an interest in the payment of expenses to him under item 19/061.

19/053 Approval of minutes of the meeting held on Monday 11th June 2018

The minutes were unanimously approved by all present at the last meeting and signed by the Chair.

19/054 County Councillors Report

No County Councillor present.

19/055 District Councillors Report

No District Councillors Present.

19/056 Parish Councillors Report

Cllr Stanley reported that there had been two car accidents, one on the bridge at the end of Gorsethorpe Lane and one opposite the Dog and Duck.

Cllr Bromley reported that one of the 30mph road signs on the B6030 coming into Kings Clipstone was leaning following a car hitting it. The Clerk is to contact Nottinghamshire County Council to arrange for it to be fixed.

19/057 Correspondence from Residents

A resident on Archway Road requested a new bench, as the existing one has broken and cannot be repaired. This item will be on the agenda for the September 2018 meeting.

19/058 Questions/statements from members of the public (15 minutes)

A resident reported that they had called Nottinghamshire County Council regarding the redundant lamp post at the end of Squires Lane, now a new one has been installed. They are reluctant to remove the lamppost due to its age and the way it is wired, however it is being investigated.

A resident reported the disused toilet block still being in the meadows off the Main Road.

19/059 Planning Matters

There were none.

19/060 Agenda Items

  1. Neighbourhood Plan Update
    Cllr Stanley advised that the plan has now been submitted to Newark and Sherwood District Council, and is waiting approval, following a further 6 week consultation period and examination.
  2. Quarterly Financial Update
    The Clerk advised that the Parish’s spending is very similar to the same quarter last year, and that neighbourhood plan expenditure has come in £472 under budget so far, meaning it has been funded entirely from grants.
  3. Sherwood Pines Summer concerts 2018
    The Parish Council received complaints from a number of residents this year following the Sherwood Pines Concerts in June. Parking was a problem again this year on all residential streets in Kings Clipstone, as were drop offs and pick ups happening on the Main Road rather than in the designated zones in the Forest Park. Taxis were also using School Lane which is a private road to try and avoid traffic.
    The Parish Council had contacted Sherwood Pines in advance of the concerts to try and prevent this happening, and they had provided some barriers and signs. Sherwood Pines were contacted again over the weekend of the concerts and it was arranged for further barriers to be placed on School Lane.
    This matter was discussed and it was unanimously approved to write to the Forestry Commission and the Licensing Department of Newark and Sherwood District Council to highlight the issues.
  4. Containers on the Meadow
    Postponed until September meeting.
  5. Weight limit Gorsethorpe Lane
    The Council received correspondence from VIA informing that the current 18 tonne weight limit on Gorsethorpe Lane has been proposed to be reduced to 7.5 tonnes only. It was unanimously approved to support the proposal.
  6. Chinese Lanterns
    The Leisure and Environment Committee of the district council recently considered a report on the impact on the environment and on animal health that the indiscriminate release of sky lanterns and helium balloons can cause. The committee resolved to prohibit the release of these items from its own land but also resolved that Parish and Town Councils should be asked to adopt a similar policy.

    A discussion took place regarding the above, and it was unanimously agreed to prohibit release of lanterns or helium balloons in Kings Clipstone.
  7. Traffic Survey
    It was discussed whether or not there is an electronic traffic counter in a grey box at the side of the B6030. The Clerk is to contact Highways to find out.
  8. Dog & Duck
    The Council have been informed that the pub is in its final stages and should be open soon.

19/061 Accounts for Payment

The following items were approved unanimously, and payments will be made by online banking:

  4. Planning with people, Neighbourhood plan £2,500.00
  5. Cllr Stanley, Easy start for generator £4.99
  6. Cllr Stanley, reimbursement of ink £32.00

19/062 Date of Next Meeting

The next ordinary meeting will be held Monday 10th September 2018 at 7.00pm.

The Chairman thanked all those present for their attendance, and closed the meeting at 7.55pm.
