Meeting Minutes 10 August 2017

Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Thursday 10th August 2017 at 7.15pm in the Council Chambers, Edwinstowe Village Hall, Mansfield Road, Edwinstowe.

Present: Cllr M Bradley, Cllr A Dunn, Cllr P Bromley, Cllr C Hunt, Cllr A Stanley

In attendance: Frances Ford, Clerk, 2 members of the public

Apologies: Cllr J Govan (Chairman), Cllr Peck (NCCC), D/Cllr Peacock, D/Cllr Brooks

As the chairman was not present, the Clerk asked for a chair to be elected for the meeting. Cllr Stanley proposed Cllr Bromley as chairman and Cllr Hunt seconded. Approved unanimously

18/028 Welcome

Chairman opened the meeting and welcomed everyone.

18/029 Apologies for Absence

Reasons were approved unanimously.

18/030 Declarations of Interest in Items on the Agenda

Cllr Dunn declared an interest in the camping park planning application (item 18/037) due to the proximity of her home to the plan.

18/031 Approval of minutes of the meeting held on Wednesday 12th July 2017

The minutes were unanimously approved and signed by the Chair.

18/032 County Councillors Report

C/Cllr Peck was not present at the meeting.

18/033 District Councillors Report

District Cllr Peacock and District Cllr Brooks had given their apologies for the meeting.

18/034 Parish Councillors Report

Cllr Dunn reported being asked by a resident about the possibility of a light being erected at the junction where Forestry Holdings joins the B6030.

RESOLVED:- Clerk to contact highways and enquire.

Cllr Dunn had been asked about a footpath being put in from Sherwood Pines to the Dog & Duck, and perhaps further through the village on the Main Road. This may mean that the road needs to be narrowed and become a single carriageway with a give way.

RESOLVED:- Clerk to contact highways and enquire.

Cllr Hunt had received concerns from a resident about the amount of dog mess on the old School Lane off Squires Croft. This is a private road however a suggestion for a dog bin at the end of the lane was made. Cllr Dunn is awaiting a reply on the existing dog bin enquiry.

RESOLVED:- Cllr Dunn to continue to pursue the issue.

18/035 Correspondence from Residents

The council had received an enquiry from a resident in relation to grass cutting on the bank at the side of the Dog & Duck bridge as the grass is overgrown.

RESOLVED:- The Clerk is dealing with this and is awaiting a response from highways.

The council had received an enquiry from a resident regarding purchase of the playing field.

RESOLVED:- The request was addressed and a reply was drafted to be sent to the resident.

18/036 Questions/statements from members of the public (15 minutes)

There were none.

18/037 Planning Matters

17/01049/FULM Land Adjacent Forestry Holdings Kings Clipstone Edwinstowe NG21 9JL
Camping, glamping and touring park for 200 pitches, comprising 96 hard stone caravan pitches, 20 glamping pitches, 28 glamping pods and grass pitches for touring caravans and conventional camping together with associated buildings and infrastructure.

The council had not had any communication from the developers of the site and so will seek to arrange a meeting to discuss the plans for the site.

18/038 Agenda Items

  1. Neighborhood Plan Update
    The neighbourhood plan is now on the parish website. Cllr Stanley is in the process of preparing the questionnaire for the consultation, and it is currently being checked by Planning with People. A business consultation meeting is due to be arranged. The Clerk is to contact Groundwork UK with a view to obtaining a further grant to help fund continued work on the neighbourhood plan.
  2. Playing Field Update
    The Clerk explained that the revised terms from Welbeck Estates had been accepted, and that the borrowing approval application was in progress.
  3. Casual Vacancy
    There is still a vacancy for 1 parish councillor. A poster is to be put up in the notice boards to ask for letters of interest.
  4. Administration
    A discussion took place regarding the lack of communication through the chair of the Parish Council and consideration was made to addressing the situation.
  5. Request for another dog bin
    A discussion took place concerning a suitable location for a further dog bin. It was agreed that it should be at the top of the Rat Hole.
  6. Gorsethorpe Village road sign vandalism
    District Cllr Peacock is dealing with this.
  7. Lamp column at the junction of Gorsethorpe Lane and Squires Lane
    Cllr Stanley reported a street light that is leaning on the corner of Squires Lane.

    RESOLVED:- Clerk to contact Nottinghamshire County Council to report the light.
  8. Bank Slipping Main Road
    C/Cllr Peck had asked for evidence of the bank slipping that was previously reported. Photos of the area have been provided.
  9. Grass cutting boundaries
    The Clerk is awaiting further response regarding the grass cutting and expects a reply in the next week.
  10. Internet banking
    Forms were signed by Cllr Hunt and Cllr Bradley to set up the internet banking.
    Lloyds Bank had provided an application in the name of Cllr Stanley for the internet banking – the Clerk is to check with NALC whether this is acceptable.

18/039 Accounts for Payment

The following items were approved unanimously, cheques raised and signed:

Clerk’s overtime for July (2hrs)
Clerk’s pay for August
Clerk reimbursement for postage £6.72
Edwinstowe Parish Council Room Hire £40.00

18/040 Date of Next Meeting

This will be Monday 18th September 2017 at 7.00pm.

Chairman thanked all those present for their attendance, and closed the meeting at 8:48pm.
