Meeting Minutes 8 February 2017
Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Wednesday 8th February 2017 at 7.00pm in the Council Chambers, Edwinstowe Village Hall, Mansfield Road, Edwinstowe.
Present: Cllr J Govan (Chairman), Cllr P Bromley (Vice Chair), Cllr J Smyth, Cllr A Stanley, Cllr M Bradley, Cllr S Parkhouse
In attendance: Lynda Ogilvie, Temporary Clerk, 1 member of the public
Chairman opened the meeting, and welcomed everyone to the meeting.
17/113 Apologies for Absence
Apologies were received from Cllr Cate Hunt
17/114 Declarations of Interest in Items on the Agenda
There were none.
17/115 Approval of minutes of the meeting held on 11th January 2017
These were accepted as a correct record and signed.
17/116 Questions/statements from members of the public (15 minutes)
There were no questions from members of the public.
17/117 County Councillors Report
Cllr Peck arrived just prior to the close of the meeting, having been held up an another meeting. He advised members that Main Road improvements will be completed shortly, and that he was aware of speeding issues in the village, and will keep reporting these to highways.
17/118 District Councillors Report
Cllr Brooks raised the license application at Squires Lane. She was unaware of any objections to this application, and asked members if they knew of any reason why the license should not be granted. No objections were raised by members.
She advised that the District Council would be setting its budget shortly, and she would report back on the outcome of the process in due course.
She also mentioned that a new housing White Paper was being presented – this was unlikely to affect Kings Clipstone.
Cllr Peacock reminded the Council that there are three district councilors with responsibility for the area, and suggested that the third member could be invited to attend meetings. Chairman said that they had done so in the past, and would try again for future meetings.
Cllr Peacock also said that he felt the developing Neighbourhood Plan would be useful in influencing any housing requirement which might come from the White Paper.
He also said that he understood that the tourist information centre at Rufford would be closed, and the savings used to create a tourism website instead.
17/119 Parish Councillors Report
Cllr Bradley reported that she had been approached by a resident who complained about mowing which had resulted in additional litter coming onto her property. Cllr Bradley had explained the importance of mowing the highway verges to ensure clear visibility.
Cllr Smyth asked about the website which is not being regularly updated. It was noted that documents have been forwarded to the web master, but these have not been uploaded. The matter will need to be discussed further.
She also asked about removing litter from the section of road, which is outside the 30 mph limit. This will be investigated by Cllr Stanley.
Cllr Smyth also asked if someone else would be willing to take over payroll duties for the council, as she wished to stand down from this role, having done it for over five years. Matter to be considered further when new Clerk is in place.
Cllr Parkhouse reported that a resident has asked him if the village council can improve a bridleway. As this is not a matter for the village council, it will be referred to the appropriate body.
17/120 Planning Matters
- 16/02015/FUL Change of use (including internal alterations and link extension) from C1 (bed and breakfast) to C3 (dwelling house) at 1 King John’s Court, Main Road, Kings Clipstone, NG21 9BY
The planning application to change this property to 8 bedrooms, was withdrawn. The above application was approved on 24 January 2017.
17/121 Agenda Items
Cllr Stanley reported that discussions had taken place with Helen Metcalf to iron out issues relating amendments, and Helen is currently updated the plan and maps.
- Steering group meeting date is now 13 February. Cllr Govan offered her apologies for this.
Parish Council Name Change
Cllr Stanley proposed that the Council changes its name to ‘Kings Clipstone Parish Council’ Motion was seconded by Cllr Govan, five members in favour of the motion, one against. Motion carried. Acting Clerk instructed to contact Democratic Services at the District Council to enact this decision.
Presentation of Neighbourhood Plan to Local Business
Because of the number of amendments to the plan it will not be ready in time for a presentation on 1 March, so this meeting will be put back and a date will be agreed in due course.
Application for further funding
It was noted that the council has applied for the next £4000 funding from 1 February 2017, and this should be sufficient to complete the Neighbourhood Plan.
Members discussed the next steps, A proposal to make an offer to the owners of the field was proposed by Cllr Bromley, seconded by Cllr Smyth, five councillors in favour, one against. Proposal approved.
As an earlier application for the post of Clerk to the Council had not been available for consideration at the meeting in January, it was agreed that three members of the council would form a panel to consider applications, conduct interviews if necessary and report back to the next full council meeting. Cllrs Stanley, Smyth and Bradley will form the panel.
It was noted that the matter of how to assess holiday pay and entitlement would need to be considered when preparing an employment contract for the new clerk.
Continuation request to meet at Edwinstowe Village Hall
Edwinstowe Parish Council has confirmed that Kings Clipstone may continue to use the village hall for their meetings, subject to the agreed terms.
Christmas Tree Lights and Infrastructure
It was noted that the Council had overpaid for the erection of the Christmas lights. Cllr Parkhouse proposed, seconded Cllr Stanley, that urgent communication be made with the contractor to recover the overpayment. Acting Clerk to action.
Members of the council congratulated those who had been involved in putting up the lights, which had made the village look very festive.
Acting Clerk confirmed that she had contacted NSDC, but as no action has been taken so far she will follow this up.
Bank Signatures update
Cllr Stanley is now a signatory on the account.
Purchase of 10th Edition of Local Council Administration by Charles Arnold Baker
Purchase of the above was approved.
Current bank statement has been received.
