Meeting Minutes 4 December 2017
Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Monday 4th December 2017 at 7.00pm in the Council Chambers, Edwinstowe Village Hall, Mansfield Road, Edwinstowe.
Present: Cllr A Dunn, Cllr P Bromley, Cllr C Hunt, Cllr A Stanley, Cllr M Bradley, D/Cllr Peacock
In attendance: Frances Ford, Clerk, 2 members of the public
Apologies: Cllr L Shaw-Browne, C/Cllr J Peck, D/Cllr Brooks
The Chairman opened the meeting and welcomed everyone.
18/085 Apologies for Absence
Reasons were approved unanimously.
18/086 Declarations of Interest in Items on the Agenda
There were none.
18/087 Approval of minutes of the meeting held on Monday 13th November 2017
The minutes were unanimously approved and signed by the Chair.
18/088 County Councillors Report
No County Councillor present.
18/089 District Councillors Report
D/Cllr Peacock informed the council that a planning application for another 100 houses on Cavendish Park at Clipstone has been received. There is also a group working on Clipstone headstocks who have secured funding from historic England to do structural studies, surveys and a business plan which they hope will lead to a project involving the headstocks. D/Cllr requested a meeting with the a councillor to get to know the Kings Clipstone Parish better.
A meeting is to be arranged by the Clerk.

A Councillor thanked the other Councillors for the Christmas Tree that has been put up on the banking opposite the King John’s Palace.

18/092 Questions/statements from members of the public (15 minutes)
A resident queried dog mess signs for near the substation at the end of School Lane and Squires Lane.
RESOLVED:- The council have access to some signs regarding dog mess which can be put up, and Cllr Dunn is to provide details of the dog warden to the resident incase needed.

There were none.
18/094 Agenda Items
Neighborhood Plan Update
Cllr Stanley advised that an email had been received dated 21st November from Newark and Sherwood District Council advising that our Neighbourhood Plan needs to fit in with the new NSDC core strategy (not in place at the time of writing of the Kings Clipstone Parish Council Neighbourhood Plan). Cllr Stanley is to query this with Planning with People.
Services to the playing field
Cllr Bromley requested permission to spend £36 to get a plan from Severn Trent Water for the playing field with a view to getting water to the field. The proposal was seconded by Cllr Stanley and unanimously approved.
Council post box
Cllr Bromley proposed that a post box for the council is set up on the playing field, to be the address for the council. The matter was discussed and postponed to the January meeting.
Financial regulations & Standing Orders
After a discussion the council decided to adopt standing orders in relation to public participation. Public question time is to be reduced to 10 minutes to bring in line with other local councils. Each individual public speaking time is to be 1 minute. The Village Councillor’s report is also to be reduced down to 5 minutes.
A policy dealing with abusive, persistent or vexatious complaints was adopted and a copy of this can be found on the council’s website.
The Clerk is to be authorised to make payments of up to £100, provided these are evidenced at the following meetings.
A retention of documents policy was put in place, and a review of the council’s asset statement took place.
No applications received.

The following items were approved unanimously, cheques raised and signed:
- Clerk’s pay for December
- Clerk reimbursement of card and postage - £3.15
- Clerk reimbursement of 2x 1st class stamps - £1.30
- Clerk reimbursement of phone cost - £79.29
- Cllr Stanley reimbursement of bulb planters - £15.28
- Edwinstowe Parish Council Photocopying - £4.50
