Meeting Minutes 13 January 2016

Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Wednesday 13th January 2016 in the Council Chambers, Village Hall, Mansfield Road, Edwinstowe.

Present: Cllrs Bradley, Govan, Maguire, Parkhouse, Smyth, D/Cllr Peacock

Apologies: Cllrs Harbottle - holiday, D/Cllr Brooks - attending Clipstone Meeting, C/Cllr Peck - prior commitments

16/092 Welcome

The Chair opened the meeting and welcomed all present.

16/093 Apologies for Absence

Reasons were approved unanimously.

16/094 Declarations of Interest in Items on the Agenda

None as Agenda Item 16/094 (15/02155/FUL) will now be discussed at the February meeting.

16/095 Approval of minutes of the meeting held on Wednesday 9th December 2015

The minutes were approved unanimously subject to the following amendment -

16/090 - cheques were raised and signed by one councillor at the meeting, further signature required.

16/096 Questions/statements from members of the public (15 minutes)

A resident commented on how nice the Christmas tree outside the Mission Church looked.

A resident questioned whether there would be access for residents when the road is closed for the forthcoming resurfacing works.

16/097 County Councillors Report

C/Cllr Peck not in attendance.

16/098 District Councillors Report

D/Cllr Peacock apologised for not attending the recent Neighbourhood Planning meeting.

16/099 Village Councillors Report

Thanks were expressed for the time and effort made by Cllrs Bradley and Smyth in arranging and decorating the Christmas tree and to Jane and Robert Bealby for helping with the installation of the tree.

Cllr Maguire reported that the new streetlight that had stopped working had been repaired extremely quickly - thanks to NCC.

16/100 Planning Matters

15/02155/FUL - Change of use of two existing stable buildings to self-catering tourist accommodation with minor external alterations and associated parking.

Deferred to February Meeting as 3 councillors have a disclosable pecuniary interest meaning the meeting would not be quorate.

15/02248/TEL25 - Installation of one 0.3m dish on the existing structure - Clipstone Park Farm, Squires Lane
It was unanimously agreed not to comment on the application.

Decision - 15/01899/FUL - application for single storey rear extension (resubmission of 15/01329/FUL - REFUSED FULL PLANNING PERMISSION. Noted

16/101 Agenda Items

  1. Councillor Vacancy
    Cllr Rowe has tendered his resignation and a casual vacancy has been advertised. If ten electors request an election in 14 days (by 25th January 2016) there will be an election. If not, the Parish Council can co-opt someone onto the council.
  2. Precept 2016.17
    It was unanimously agreed to set the precept at £9.5k for 2016.17. This means no increase for residents for another year.
  3. Neighbourhood Plan
    1. Quote from Helen Metcalfe
      The quote had been circulated to all members of the working group prior to the ordinary meeting. After a lengthy discussion, it was agreed to get further quotes from other consultants and agenda for February meeting.
    2. Email from Matthew Norton
      It was unanimously agreed to accept the offer of assistance from N&SDC for help with census information and identification of heritage assets in the village.
  4. Road Closure Notice - Main Road, 4th April 2016 - 19th April 2016
    This has been postponed due to forthcoming utility works by Forestry Commission which will involve digging up the road.
  5. Gorsethorpe Lane Environmental Weight Restrictions
    Noted. Put article on website for information.
  6. Bus Fares from King's Clipstone - Update
    Noted. Put article on website for information.

It was proposed to continue using Edwinstowe Village Hall for future meetings. Agenda item February.
