Meeting Minutes 14 October 2015

Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Monday 14th October 2015 in Edwinstowe Village Hall, Mansfield Road, Edwinstowe.

Present: Cllrs Bradley, Govan, Harbottle, Maguire, Parkhouse, D/Cllr Peacock

Apologies: Cllr Rowe - work commitments, Cllr Smyth - ill health, D/Cllr Brooks - attending Clipstone Parish Meeting

16/056 Welcome

The Chair opened the meeting and welcomed all present.

16/057 Apologies for Absence

Apologies were approved and accepted unanimously.

16/058 Declarations of Interest in Items on the Agenda


16/059 Approval of minutes of the meeting held on Monday 14th September 2015

Minutes were approved and signed by the Chair. 3 for, 1 against

16/060 Questions/statements from members of the public (15 minutes)


16/061 County Councillors Report

An email concerning the resurfacing of Main Road, sent by C/Cllr Peck was read to the meeting. It has been deferred until 2016/17.

16/062 District Councillors Report

D/Cllr Peacock is providing support with the Mission Hut.

16/063 Village Councillors Report

Cllr Harbottle asked when the litter picker was due to start. ASAP

Cllr Harbottle asked whether there was any progress on placing a dog bin on Archway Road. Agenda item November

Cllr Harbottle gave a brief update from the Safer Neighbourhood Group - bike thefts have reduced dramatically.

Cllr Govan distributed a draft protocol for equipment hire. Agenda item November

16/064 Planning Matters


16/065 Agenda Items

  1. Forge Bridge Repairs
    These are now completed.
  2. Neighbourhood Plan
    We are currently awaiting an email from the officer who will carry out the training.
  3. Grass Cutting
    NCC has no record of a contract with King's Clipstone Council. Clerk to send copy invoice

    NCC do not cut verges on private land or unadopted roads.
  4. Hedge on Gorsethorpe Lane
    The Chair read an email received from NCC Highways. 'The landowner is quite pleased about the hedge on Gorsethorpe Lane. He was concerned that it was planted so close to the barrier that it would start to cover it and that subsequently, drivers would not see it, which would reduce the impact in getting them to slow down.'

    After a discussion, it was agreed to wait until spring to see how the hedhe grows.
  5. Standing Orders
    Subject to alterations suggested by Cllrs Govan and Parkhouse, Cllr Govan moved to adopt the Standing Orders, Cllr Harbottle seconded - agreed unanimously.
  6. Hopkins Solicitors - move to confidential
    Agreed unanimously.
  7. Litter Picker
    Details were passed to Cllr Parkhouse to arrange a meeting with Paul Darrington to show him what is required.
  8. External Audit Report
    The Clerk explained the External Auditors report and the point raised were noted, approved and accepted unanimously.

16/066 Accounts for Payment

As Cllr Smyth was not present at the meeting, it was unanimously agreed for Cllrs Bradley and Govan to raise and sign the cheques before the next meeting.
