Meeting Minutes 9 December 2015

Minutes of the ordinary meeting of Kings Clipstone Parish Council held on Wednesday 9th December 2015 in the Council Chambers, Village Hall, Mansfield Road, Edwinstowe.

Present: Cllrs Bradley (Chair), Harbottle, Maguire, Parkhouse, Smyth. D/Cllr Peacock. C/Cllr Peck arrived during the meeting

16/080 Welcome

The Chair opened the meeting and welcomed those present.

16/081 Apologies for Absence

Reasons were approved and accepted unanimously.

16/082 Declarations of Interest in Items on the Agenda

None.

16/083 Approval of minutes of the meeting held on Wednesday 11th November 2015

Minutes were approved and signed by the Chair

16/084 Questions/statements from members of the public (15 minutes)

A resident made a statement concerning his planning application 15/2109/FUL.

A resident asked whether there would be Christmas lights in the village this year. To be discussed at agenda item 16/089 (v).

C/Cllr Peck to give his report when he arrives

16/086 District Councillors Report

D/Cllr Peacock informed the meeting that he will continue to pursue opportunities for the Mission Church at District Council.

He would like to attend the Neighbourhood Plan meeting next week.

16/087 Village Councillors Report

The Chair requested that remedial works be carried out to the bank where the soil has been removed from the pavement - to stop the bank collapsing.

16/088 Planning Matters

15/2109/FUL Construction of a single storey dwelling and garage. Cllr Harbottle gave a report to the meeting concerning the application and proposed refusal on the following grounds based on the previous application for a dormer bungalow in the same location that was refused by N&SDC: -

  1. SP3 provides a set of criteria for which new development in rural areas will be assessed against. It is considered that the proposal does not comply with two of these criteria.
  2. Location - SP3 states that new development should be within the main built-up area of villages which have local services and access to Newark Urban Area, Service Centres or Principal Villages. It is considered that the site is not within the main built up area of the village and that the village does not have significant local services.
    King's Clipstone is a linear village with the outer extent of the main concentration of existing development stopping just short of this site at the adjacent site to the west. Following the advice contained in the guidance note, this site is therefore outside of the main built-up area of the village. This is further supported by the guidance note which states, it will not be appropriate to infill large gaps between isolated pockets of housing to extend ribbon development into the countryside.
  3. Need - SP3 states that new housing will be granted beyond Principal Villages where it helps to meet identified proven local need. The accompanying guidance note explains that:-
    "...SP3 is intended to serve the public interest rather than that of individuals and consequently the proven local need to which it refers must be that of the community rather than the applicant..."

Vote - 4 for, 1 abstention. Clerk to inform N&SDC Planning

16/089 Agenda Items

  1. Buses to Mansfield - Charges
    An email has been received concerning bus charges from King's Clipstone to Mansfield which seem to be unfairly higher than from other villages.
    Clerk to check prices from Edwinstowe
    Clerk to send letter requesting reason for the higher price
    Clerk to speak to C/Cllr John Peck
  2. Neighbourhood Plan - Meeting 15th December 2015
    The first meeting is scheduled for next Tuesday (15th) at 7.00pm at Edwinstowe Village Hall.
  3. Welbeck Estates - Playing Field Update
    Cllrs Bradley, Govan and the Clerk recently met with a representative of Welbeck Estates to discuss options for the playing field including the siting of play equipment, extending the lease and why there were gates onto the field from the private houses either side. More information to follow.
  4. Approval of Protocol for Equipment Hire
    This was approved subject to minor amendments.

C/Cllr Peck arrived and gave the following report to the meeting:-

Main Road
C/Cllr Peck attended a site meeting with Jo Horton, NCC Highways Officer on Main Road. The intention is to resurface the road from under the bridge to the Rat Holes. There won't be as much anti-skid surfacing on the bends as it is cost prohibitive, but there will be additional road markings - SLOW DOWN and large chevrons etc. The start date for the work is w/c 4th April 2016 and there will be a total road closure for 2 weeks.

Sherwood Forest Visitor Centre
There are incorrect rumours being spread around the area concerning the new visitor centre. There is no intention to close Edwinstowe Fun Park - an alternative site has been offered. The cricket ground will not close. The reason that the centre is moving is to protect the ancient oaks and 100s of trees will also be planted.
There are no plans to date but the intention is to benefit the whole local area.

  1. Main Road Repairs including Christmas Light Works
    NCC Highways have confirmed that the relevant infrastructure for Christmas lights will be added to the lamp columns during the upgrading works. This will be done free of charge but due to Health & Safety, only from the lamp by the bridge to column 11. Christmas lights will be installed next year.
    Clerk to write to Highways Officer with points raised by Cllrs Parkhouse and Harbottle.
  2. Village Newsletter
    Was circulated for comments. Clerk in include contact details on the bottom.
  3. Finance Update
    1. Agree a budget for outdoor lights and baubles for Village Christmas Tree
      It was agreed unanimously to spend up to £200 on lights for the Christmas tree kindly donated by Cllr Bradley. Thanks to Robert and Jane Bealby for providing help when erecting the tree.

Both items were approved unanimously. Cheques were raised and signed.
